This reverts commit 84d28a04db569a79b7e245c5ef7239ec39176b74.
In Qt 6.6.1 QWebEngineProcess.exe crashes on windows. Also on windwos
the palette is even more screwed up using the windows highlight olor as
the link colr instead of the selected color. I dont have the
patience to debug it, so revert back to Qt 6.5.

Switch from cchardet to uchardet

cchardet is not maintained anymore: https://github.com/PyYoshi/cChardet/issues/77
cchardet is based on uchardet with the addition of reporting encoding
detection confidence. We dont really need that, so moving to uchardet is
simplest.
