Restore caching for UserManager.cs
...
It seems like the EFCore's second level cache does not really work, and we are having very heavy database query here.

...
Did a simple search/replace on the whole repo (except the RSSDP project)
This reduces LOC and should improve performance (methods containing a throw statement don't get inlined)
