Preserve SplashscreenLocation when updating branding config (#13756)
* add BrandingOptionsDto and add branding endpoints

* refactor new HttpGet Configuration Branding into existing API calls

* Add BrandingOptions to _ignoredConfigurations for openAPI

* rename BrandOptionsDto to BrandingOptionsDto
